You don't see the resemblance?! That bad photo of Cillian made me think of Caitriona immediately. It's in the thick lips, as you said, and the extremely Irish look overall (but not in a bad way). Their eyes are also quite similar in shape, even if Caitriona's aren't as deeply-lidded. Thank goodness Caitriona lacks his pasty-freckled skin, though. I don't dig pale men and that type of skin works well on no one.

Well, you know he's definitely too effeminate for me (not saying that's your thing! ) but he manages to look sexy in some photos despite. Not quite handsome, though.
