You are only required to take it up till Grade 9. After you've completed the course, you can choose not to take it in Grade 10, hence "dropping" the subject.

^ In Ontario, children are required to study French from Grades 1 - 9, at least 5 hours a week. You cannot graduate from any Ontario high school without a high school French credit. Most students drop it after Grade 9, but many continue.

But just because you studied it every day for an hour for 9 years doesn't mean you can speak it fluently. I studied it for 14 years and my French is very stilted. You need to constantly practice or surround yourself in an environment that speaks French (ie. Montreal) to pick it up and speak fluently.
