does anyone knoe how it is determined whether a brand becomes a luxary brand or not initially.

is it possible for a drugstore brand to convert into a luxary brand and rise their prices?

*generally* luxury brands use higher pigment ratios. this means the colour in the case is the colour you'll get. they'll also generally have a better staying power. thus you use less of it each time you use it

eg apply a lipstick that's strong enough for only one swipe application and doesn't need reapplied uses much less than a lipstick that needs several coats and reapplication all night

good marketing too i presume is part of it?

to be honest if a drugstore brand that i'd used in the past and found was weak, upped their pigment contents AND prices i'd still not use it, mainly because of bad experience...

I think it is hard for a drugstore brand to overcome that stigma (not that being a drugstore is necessarily bad, but you think of say, Wet N Wild and Chanel differently, don't you?) and manage to be successful at a higher price point.

I do think some luxury brands make superior products (Dior, for instance), but a lot of it is in the marketing and packaging. A whole lot of thought and work goes into a brand's creation way before any actual cosmetics are produced, after all.

it really depends, i think
i know some drugstore use the from lighting (from the cosmetics company's instrction <cat gasp>) and it really shrink the shelf life of some stuff, but you will hardly see that in department store.
