It's the cover of wwd's beauty magazine. The main article of the issue talks about the explosion of the latin beauty market in the US. There's also another article just about Joan. I don't know what the rules are about posting WWD content, since it's subscription, but here are the images of Joan from the issue, and a quote from the article about her:
