A new beauty shooting in LA, and with a blue chip cover moment, Meghan is the only new beauty that just had 2 major covers! this one might be her!

Personally, I wasn't under the impression that the rumor pertained to Meghan. The phrasing sounds more like this new beauty is about to get her first cover moment; had it been Meghan I feel as if Wayne would have said 'another magnificent blue chip cover moment,' or something.

Sounds to me as if he's hinting at Toni Garrn, but I could be wrong...
