They don't really send them there for age but because it's an easier place to make quick $$ and get photos to put in their portfolio. Lots of models head to Japan for a little bit to pay off debts they owe at their NY agencies.

This is totally it. And this is just the beginning and because of that Japan is the best option, most of agencies will say so. I feel like Japan clients really like young, even fragile-looking girls.

She had an excellent year. I'm scared that it was too much, really
I'd like to see her in the business next year. I'm so curious about the future!

i read female dec 2007 (singapore). it's the one with monika in the pink floral prada dress. they said she was 18 and her name was 'Jac' (but it's definitely her)

^ Clearly the editors and photographers in Singapore like her. She was likely sent there to develop her look and portfolio before she hits the big markets, especially given her age. A model's nationality has nothing to do with where their look is best received.
