No she hasn't...and let's take into consideration her age. I'm not saying she can't dress 'youthful' (I suppose age shouldn't limit your dress sense anyway) but c'mon, she doesn't seem to even have a general idea of what's appropriate.
But then again, I have a gut feeling that if Paris dressed decently, the media wouldn't be so interested in her anymore since tackiness is all she really has to offer.
