I'd have to agree with whiteoleander's #10 post. Cate Blanchett's Gaultier gown is still my favourite dress ever.

Charlize looks incredible all the time, especially the year she won the Best Actress. 
My favorites are
-Charlize's Dior gown in 2005
-Kirsten Dunst's Chanel dress in 2005
-Jessica Alba,Salma Hayek and Hilary Swank dresses by Versace in 2006
I strongly disliked Scarlett's Roland Mouret dress.

Ok, what better way to spend the Oscar day than to post your favorite Oscar looks, lol.
Here mine are (in no particular order).
Charlize Theron in 1999/2000 and 2004/2005 - This is no exaggeration, but this is pretty much my all time favorite Oscar look. From head to toe, Charlize looks perfect. She came close again in 2004.

Cate Blanchett in 1998/1999 and 1999/2000 - I couldn't decide between the two, so why not, I'll just put both them up here. She's worn some nice dresses since then, but for me, has yet to top these cool and chic looks.

Renee Zellweger in 2000/2001 - This was the first time I noticed Renee for her fashion. The hair, the shape of the dress, he color, the jewelry, all done well.

Hilar Swank in 1999/2000 - You don't see these dresses that much at the Oscars, unfortunately. I love the shape and the color so much.

Demi Moore in 1991/1992 - It's incredibly beautiful and feminine. And Demi was at the perfect stage of her life to be able to pull it off.

Penelope Cruz in 2006/2007 and 2000/2001 - I wish she didn't pull her hair THAT tight, but other than that, she looked so good. As for the other look, I'm kind of cheating, since she only came to the after party, but that's one of my favorite gowns EVER.

Jessica Alba in 2005/2006 - I think she tends to be pretty boring (like Charlize Theron), but when she gets it right, meow, watch out.

Jennifer Lopez in 2001/2002 - This is more of a shout out for J.Lo for always looking great at the Oscars. And I know this one is probably not the conventional choice, but I love it.

Diane Kruger in 2005/2006 - One of the few times Elie Saab looked classy. This dress is really beautiful and Diane works mileage in it. Incredible.
