Chaps is a licensee of Ralph Lauren. It is made by Warnaco brand (which makes CK Jeans, CK underwear, JLo, Warners Intimates, Anne Cole Swimwear, Speedo, Olga intimates, etc.
flower: It is a mens sportswear line at a moderate price. Sold at many department stores in the US.
It does not distro to Mashalls and TJ/Max, but can often be found there just as Express, Theory, Polo, Tahari and other name brands that some how end up there.
