I had to reread the first sentence several times to understand it
The sentence is easier to understand if you say "Nur die neueste Ausgabe (...) ist verbindlich."
It's a weird sentence and you'd rather say DIN A4 Format, never heard of DIN Format A4 before...

Zähigkeit is not an old word, it's a synonym. You can also say that someone is "zäh" when he/she is a tough person.

DIN stands for Deutsche Institut Norm and I actually got that sentence from this book on rheology. Engineers do tend to write twisted sentences, right?

that's a good question... even I, cannot explain...
but reading your examples...

I can tell you use "à" for a city...
Je suis à NY, j'habite à Paris, je vis à Marseille, je vais à Washington ....

and "à" or "en" for a country... but then I don't know the right rule to make the difference btw "à - aux - au" and "en"....
For instance :
Je vais en France, en Espagne, en Angleterre, en Italie, en Algérie etc.
BUT
Je vais aux Pays-Bas, aux Etats-Unis, au Maroc, au Portugal
....
If i think 2sec. I guess this is because we use "en" before a voyelle, and "au-aux" before a conson...

by the way, this is NOT : Je vais à LE Porto-Rico
but
je vais à Porto-Rico....
