I don't know who made it, but it's very similar to Christina Aguilera's Oscar party dress sans the petticoat. Aguilera's dress is by Monique Lhuillier.

How to Lose A Guy in 10 Days was my fave romcom the year it came out. The costumes were very, very well chosen. The yellow dress at the end was non-designer (specifically made for the movie by the costume designer) but it was so memorable.

Don't know about the black, but the green are vintage Chloe. Your best bet is probably ebay
