I guess they did the shoot the same time GQ photographed her for the men of the year edition just look the third photo.

More like 'we'll do the shoot for Vogue and use the outtakes for GQ'. Edwina consults for GQ Aus so this was probably her idea.
Vogue and GQ Portugal often share the same coverstar but at least they can afford two separate photoshoots.

Technically, it WASN'T.

GQ Australia November/Men of the Year 2019 newsstand/digital issue on the cover features only Jason Momoa, while the editor’s letter shows additional six covers and none of them has Zendaya on it. Of course, I am well aware there's this cover (with Zendaya on it) floating on the internet, but its origin is unknown. On the other hand, the only two Zendaya's pictures published in this very GQ Australia issue is shot by Amor Daved, not Daniel Jackson!
