I am not sure if you meant collared or colored. Yes, you could wear a bandana or a scarf around your neck as an accent. If the shirt is a print, you probably want to go for a plainer scarf, either in one color or maybe a subtle stripe. If the shirt is a solid, you can use any type of scarf you like, so long as the colors go well. If you are good at wearing bizarre and clashing clothing, you can bend the rules more. I, myself, wear many odd combinations, but you have to have a LOT of confidence to really wear peculiar clothing.
Should I ware my nice pair of jeans with dress shoes only or could I ware sneekers.
Well, it is very much in fashion to wear heels with jeans. I personally hate that look, but I know many people here advocate it highly and could advise you best on what types of dressy shoes to try. I am not fond of sneakers either. My preference for shoes are hiking boots or oxford-type shoes, though classic Converse, Vans, and Keds are all right for kicking around in.

Sneakers, hands down, but work boots would be a vast improvement over sneakers. Painter pants, being baggy, look best with something fairly heavy beneath them for visual balance. Dress shoes would be patently ridiculous.

Does the shirt hang over the waistband of your trousers? How fitted is it? If it is baggy and hangs down over your waist band, then tuck it the hell in. If it is fitted and only comes to the waistband, or just barely below the waistband of your trousers, then of course you can leave it untucked.
Rule of thumb: if you are wearing a belt, then tuck in whatever shirt you are wearing. It looks really tacky to see the outline of the belt-buckle through the fabric of your shirt.
