TUGA, you should exfoliate, if only by starting to add some baking soda to that Cetaphil cleanser. Add a tsp. and work up to a tbsp. of baking soda. Cheap way to exfoliate. Also, many people skip a good pH balancing toner. I dont want to dump on anyone using "cheap" products but I dont go there or skimp on my skincare ever, so get a good toner, and then a serum. You can get away with using a basic cleanser and a basic moisturizer, like Cetaphil (which I havent been pro for in the past, because I think the moisturizer has mineral oil in it and I'm so comedogenic-prone to that, but the cleanser is gentle, which is key) if you incorporate a good hydrating serum, so splurge on that! I think Clarins have a good medium price range. Dont know where you're located but Macy's, Nordstrom, Saks, any other Bloomy's (Bloomingdale's Inc) department store, or if you're in UK, well...cant help you there, but Clarins is euro, so I'm sure it's everywhere. But depending on your skin type, those are just the first things I'd recommend since I dont know if you're dry (Cetaphil has been known to be very stripping, and since you're not exfoliating, you could have a very fine film of dead skin cells all over your face you're not removing, so that's why I also think you need to exfoliate. If you can afford to go beyond just at home using baking soda as a cheap alternative...remember, I never scrimp, but I've used Baking Soda in the past) or oily or normal. Exfoliate! Dont over-do it, DONT EVER SCRUB up and down, be gentle, ALWAYS to your skin, its very thin and fragile. Everyone has sensitive skin. I always treat everyone as if they have sensitive skin.
So Clarins Gentle Exfoliating Refiner is the best gentle exfoliant there is. Or their Gentle Facial Peeling, like a clay mask you add to your skin, let dry, and remove. Its called Gommage, a French technique.
