Yes. On Photoshop you: duplicate layer--color in color--switch to overlay mode--clean up the excess color--adjust hue and saturation

No just Photoshop A lot of major companies use Photoshop for editing graphics. It is the most common software and often a requirement for graphic artists/image editors.
