Bodice Pleating

Hello all, I am wondering if anyone can help me with a project I'm working on for class.

I am making a bustier and I am planning on adding in tiny pleats around the bust area, like the kind you see on high end garments. The problem is that I cant seem to figure out the correct technique.

If any one had an idea on how to achieve this it would really help me out.
