The skirt's by Jeremy Scott. It looks like Mickey Mouse... but it's actually a soldier's/man's face wearing a helmut with Mickey Mouse ears on it. Ha.
Lady GaGa wears a yellow jump suit of the same thing in the video for Paparazzi.

I don't like the promo shots personally, but I love the album cover.
