As far as older items at full price, you may have a point there. There are plenty of outlets/discount stores/consignment stores/sample sales in NYC area not to have to pay a full price for old items. And rightfully so. However, CDG is pretty tightly distributed - I haven't see much of it in discount stores.
You don't see a GS in Munich or Lyon, that´s true - but I think merely because those cities are not really interesting, e.g. there is hardl any 'underground' movement or subculture to find. In Italy, for example in Milano, there is practically no youth subculture at all.
Of course I believe that amongst US teenagers Rebellion is 'hot'. But that's not the point imo. First of all, because teenagers are in majority not really CDG clients (except in Japan) and moreover the CDG and the Guerilla tactics is not only about being 'hot', but about having an understanding about what and why you wear.
Teenage rebellion seen in this case (as I understand you) as a possible motivation for opening Guerilla Stores is difficult imo.
