Regarding Harper's Bazaar UK:

December issue finally gone to press. Most mammoth cover project we've ever attempted. Now await countdown to publication &... film release!

This tweet could be a reference to the following from madonnarama.com:

Get ready for some exciting new Madonna pictures !
Madonna just did some photoshoots and interviews to promote the release of her new movie W.E.
Madonnarama can exclusively reveal the Queen of Pop is set to grace the cover of Harper’s Bazaar Magazine December issue.
Madonna is also giving an interview to the magazine in which she talks about the movie, her experience as a director and Wallis Simpson as a woman and a fashion icon of her era. The Harper’s Bazaar December 2011 issue featuring Madonna will hit newsstands Nov. 29.

So W.E. could be the film mentioned in the tweet.

But perhaps the tweet is not related and Madonna will appear on the cover of the US edition of Bazaar...

^ UK Bazaar is out at the beginning of November and since US Bazaar combines December/January issue, November 29 for release date makes sense.

UK Glamour doesn't reprint covers very often. It's the UK's biggest selling women's magazine... it can afford to produce covers, and it's a big enough draw for the star to shoot something for them I imagine.

You're right that they don't reprint often, but they did twice in 2010. I don't think it's such an outrageous suggestion.
