Does French ELLE sell a lot?

I just find it strange that a main fashion magazine would do weekly issues.

Well, we also have 'Madame Figaro' that is a weekly magazine.

Elle is definitely a reference in French fashion magazine, I would call it a reference in French press more than 'Vogue-Paris'.In terms of commercial value, it's probably one of the best selling French magazines in France.Besides, Elle got engaged and got famous because of other characteristics than just being a fashion magazine, especially when it came to social/political issues, being associated with different organizations (creation of the magazine 'Roz' written by Afghan women, or when they put a veiled Afghan woman on cover), report/article about the legalization of abortion,etc.Elle is a reference because they have some good input on social/political issues, it goes beyond the fact that they're a fashion magazine.Francoise Giroud who used to be the minister of culture was the editor in chief of the magazine for a long time (and an influent journalist among other things) so it does speak volumes about the quality of their artcles.Fashion wise,Odile Sarron was the casting director for the fashion editorals she's the one who gave Claudia Schiffer's or Laetita Casta's career a boost so their team has always benefited from having the best people in their position.
