Target, definitely. It's one of the only stores with cheap everything (food, clothing, bags, supplies, etc.). That can be argued as a bad quality, however, since I've yet to leave a Target empty-handed!
Scanning through the tread reminded me how awesome Target is, actually.
Out of the 'mall' stores, the only one I really shop in is Aeropostale, because they are always having a sale! Hot Topic and American Eagle are pretty good, too, and the two hoodies for $50 at Pac Sun.
Topshop and H&M
sometimes Warehouse, Zara, Mango and if I have no money Primark.
however i wouldnt really call any of them but primark and h&m that cheap.
I'd definitely have to agree with Target. The quality seems to have gotten better over the years, there's always makeup sales and they have great basics.
I find loads of gems at old navy. Just got a great big clutch from there and they had some lovely two tone blue suede flat sandals there and flats in interesting prints.

Zara is overpriced and bad bad quality. I can't count items that shrank after one wash, undone linings, buttons falling off and so on... I only buy when on sales now so I won't regret.
