I saw The Black Balloon and I was impressed by not only the film, but Ward's performance. Toni Collette, Luke Ford, Erik Thomson and Rhys Wakefield are also excellent.

I've recently watched The Black Balloon also and I thought that Gemma was as good as any actress that could have been cast -- I mean that as a compliment!

It wasn't notably dreadful like some models-turned-actresses that have come before her and I wouldn't say it was a "meaty" role such that she could have been particularly amazing. It was a good supporting role and she did well in it.

One thing that did stand out for me was that she made the character's interest in a friendship/romance with the protagonist believable. Instead of forcing the viewer to suspend disbelief that a teenaged girl (who is obviously beautiful and not unpopular) wouldn't head for the hills after witnessing some of the incidents with the protagonist and his brother, Gemma actually delivered without hamming it up or the dialogue hitting the viewer over the head with how "saintly" or mature the character must be.
