I'd say that was intentional, as Aphrodite is most-often depicted nude and with her hair free. Either because she's rising from the sea or as symbolism that lust needs nothing else but itself. Most of the things associated with Aphrodite are animals, not anything she could wear.

(That being said, I would have actually loved some long hair extensions on her or something.)
