I think we have all had an epiphany moment about what we actually look like and have some idea about what we would like to look like. Even me! Im the same age as you by the sounds of it (also a 2nd year student!) so I know how much pressure you are under to look your best and stuff so i really sympathise.
You sound beautiful but I think you just need a little bit of a revamp to be gorgeous. The best thing to do to start with is to look at pics of people that you admire and look at theyre body shapes. If you look at celebs etc that have a similar body shape as you they will give you an idea about what sort of clothes that would suit you. A good basis for every body shape is a good quality pair of jeans that arent too baggy and arent too tight. If they are slightly longer than your leg it means that you can wear a decent heel and both will elongate your legs (thats if they actually need to be lengthened!) Team it with a nice fitted white t-shirt or a black vest top. it sounds like a real simple outfit becasue it is. but the more simple the outfit the better you would look. keep it simple is the key in my opinion. Also v-neck sweaters with 3/4 length sleeves are good, knee length black skirts (cord gives a really nice feel and shape) and a pinstripe blazer. They are really simple items but they are staples in my closet as they can be worn in loads of different ways.
As to hair and make-up. Your frizzy hair can be easily tamed with sunsilk's frizz control and a good set of hair straighteners are always good. If you like the wavyness more then towell dry your hair, put the hair dryer on cool and dry from the underneath whilst working some mousse through your hair. Ive got very similar hair to you, so thats what i do with mine depending on which mood im in.
As your tan (or lack there of) you should decide whether you want to add color or maintain your paleness. Blondes can do it either way - they can be beautifully tanned and sunkissed or they can do the ice queen look and remain pale. I think i pale tan suits everyone without look OTT but you can just add a little color with a shimmer bronzer or a tinted moisturiser. A good light foundation with light reflecting pigment will really illuminate your face - but any moisturisor with the same pigments also works. I use them all the time, theyre fabulous.

A quick and easy makeover can be just make an appointment with a Bobbi Brown counter, they will teach you how to make your face look better, yet natrual, all you have to do is to buy a few products.
 
Try Johnson's Holiday Skin lotion. It will give you a bit of a glow, not too orangey...if I go without it I look the same color as all my off white skirts. Ick. With it, those skirts look amazing!

Test it out!

And treat yourself to an expensive cut and color with a stylist you click with. You'll thank yourself. A good cut is worth a $1000! Just hope that you don't have to pay that much. (wink)

Probably the best advice I can give is going for tailored clothes. Tailored clothes doesn't mean altering everything to size, but going for things that skim the frame or fall close to it, not things that are choking it or are too loose. Things that are too loose are frumpy, and too tight makes you look tacky.

As far as your skin, make your eyes pop. Since you are more pale you don't have as much choice in the eyeshadow department, but never do black-do grey, blue, green, or purple. Also a good bronzer will do you wonders.
