How the heck is the weather in Australia that they're at the beach yet the blonde girl is layered up??

It's about 20c in Victoria at the moment, so I wouldn't say either outfit is completely out of place. I wouldn't be cold in a bikini at 20c and some people either just don't feel the heat like others or might just not be comfortable showing their body in front of paps.
