Considering it's a reprint I don't think she had much control over the cover choice, right? So it's not Hathaway changing her image it's GQ Russia trying to move paper.

^well, after all they didn't take that kind of photos without her agreeing it, right. If she didn't wanna do that kind of stuff, she would just say no.

Sure, but there's a difference when it's simply one image among others in an editorial and when it's placed on the cover. I doubt if they had chosen something "classier" for the cover and this was one image among several in an edit that anyone would be making much note of its "vulgar" position. It's the difference between Kate Winslet wearing a coat covering her bod on a VF cover and leaving the sexy butt shot for the ed *inside* as opposed to the butt shot making the cover instead.

It's not the most elegant of images, but she's fairly covered up, there's not much actual flesh on show, just the suggestiveness of the pose itself.

Images in men's magazines require straightforward sexiness, and if you're not going to strip and show skin, then you have to find other ways of looking the part.
