three coats? depends on the colour but two should suffice. i think that when you paint ontop of a dry layer, it'll wet the layer below ... anyway, my advice is simple, it definitely sounds like your top coat is bad.
Make sure you always clean your nails with nail polish remover to remove all residual grease from the nail bed and nail surface, then be liberal with your base coat, wait till dry, shouldn't be too lond base coat dries super quick. then apply thin coats, one thin coat, wait to dry and then the second thin coat should make the nail the full colour. then wait. some say that you should use top coat when the nails are wet, i don't think so, i get the best results when i have waited till my nails are dry to the touch but not entirely dry and then i use the top coat. the top coat shouldn't be gloopy if it is, bin it, it'll ruin your manicure, or you can thin it but i don't know how to do that, and i think i saw on her the instruction of not being heavy with it, be light with your top coat and then basically make sure you have nothing to do for the next half hour or so lol.
