Whenever I see somebody with a great outfit on, I will say something like "Cute jacket" or "great outfit!" or something similar. I love when people make nice commentary about something I am wearing, so I like to spread the joy.
I always notice when soemeone is wearing cool shoes or boots or an interesting handbag or hat or has a great total look, and I am not shy about telling someone if I think she's got a cool piece or look.
I've never, ever had anyone be offended by one of my compliments, or seem creeped out.
As I said, I love it when other women make a comment about my outfit (a positive comment I should say. I get pretty stroppy when someone says something catty about my looks!) I mean, when I go out, I do contrive to have a look pulled together, and getting a little feedback is nice--I feel like I did get an interesting or fun outfit together. I've got some cool stuff, and I guess I like the attention and showing off a little!
I'm not so cool with guys hooting and hollering, but that is something altogether different. If a guy does say something like he likes my outfit, I will say thanks, but if he makes some crack about "great legs" or the like, I will mutter thanks, but I will cut on out of there so fast you about get a cartoon cloud of dust, like the Roadrunner. I hate being hit on. Ye gods, how I hate it!!!

People make comments on my heels all the time.
The one I here most often from women is
"How can you walk inn those things?"
My answer is "Quite well, Thank you."
As far as telling people where I get my heels, I am always happy to do that.
