It's hard to pin point what this look is, but many people from British Isles share certain features which give them a unique look. If you look at some of the top models who are descended from wales/scotland/ireland you can see some similarities.
Quite piecing eyes - very light skin - often dark hair - small jawline compared to other models - small mouth with narrow lips. Of course there is variation within this general look, but it's easier to have a general thread. Take a look ~~~

) Celts tend to have much larger jaws since the Celtic/British race is basically a diluted Germanic one and with strong Nordic elements. So the jaw tends to be stronger. It is the Slavic girls that tend to have slightly underdeveloped/shallow mandibles and maxilla bones (the bones of the jaw). A typical look in the British Isles (not that there's really such a thing anymore since it's such a melting pot country now) would be a strong jaw, a sharp nose, medium to close-set eyes and the fair skin you were talking about. Again, small mouths are usually a more Slavic trait.
Again, Lily Cole's colouring is very very Celtic but the face shape, set of the eyes and jaw bone are the opposite.
