I have to say he surpassed him, just because of the restrictions of the mask and the voice-over, yet he still was such a presence. There's one scene in particular with Marion (no spoilers!) where he was just fabulous, I'm a total fan now

I agree with you vikingqueen about the scene with Marion. He's so good at playing anger and vulnerability.
On the Heath thing I would say they tied. I know Tom had more physical limitations but I think both of them turned out iconic performances.

I don't think that his performance surpasses Heath's but it is still a very good performance. His scene with Marion was incredible and his charm was apparent throughout.
