Its off putting when she speaks, I've also noticed this with the olsen twins, she seems very childish/immature and unable to articulate like a normal person of her age.

I find that with the Olsen twins as well, but I think when Hilary speaks she sounds very age appropriate.

she is 19/20 for gods sake! Is is possible to speak without giggling? She has even (apparently) taken Harvard's online classes or something of the like. Focusing more on education than shopping would have done her some good.

You must not have seen her in interviews from a couple years ago, then, because she was the biggest ditz and giggled EVERY time she opened her mouth. She's improved a lot since then... and I haven't noticed any giggling?
