After Gwen had Kingston she was fuller and it never went down so that's kind of proof right there that she had something done. And how old is Zuma now? Old enough to stop breast feeding for sure, so Gwen definitely had something done, when she was younger she was just as flat as Kate.

PS. I personally do not believe the B/E rumors, i think it's entirely due to the different styles of her bikini tops the in original pic, and in the pic everyone is comparing it to. In the new pics the style of her crop-top is push-up and has 2 layers to it, making the bust appear larger.
