well Germans are generally very found of photography and for a long time it has been embraced as an artistic medium.
maybe some influences:
-Moholy-Nagy teaching at the Bauhaus
-photokina the biggest industry exhibition
-the Becher's class leading to artists like Gursky, Höfer, Ruff, & Struth.
