i think it's "a part" of the pull over. i saw similar things at Zara boutique this afternoon !

i've just recently seen a sweater with one, but it's not separate..
it was more of a turtleneck/cowl than hood i guess

Although I have seen more than a few cover their noses lately. Fashion travels fast...
