Yes , that dress was designed by Elie Saab who is a rather well- known Lebanese designer , he often dresses celebrities for special occasions , he generally presents his collections in Paris and Milan.I don't really like his collections to be frank.

Elie Saab's dress are known for their glitter, sequins, lace, tulle, etc. They're all very glamourous although some people might find them 'over-the-top'. He once said (which I find very true), that "women who wear my dresses dont' need to wear fancy jewelry because my dress is a jewel itself" (something along those lines).
