i dont know if this is a wide enough flare for you, but i have this pair in dark blue and the rise is really low. i just brought them to the tailor and had the flare taken in because it was toooo wide for me. they are pretty long, so if you wear them with heels or wedges, the flare is looser looking.

so many flares are going high-waisted, you may want to try ebay for older styles.
