Here's a crazy trick I picked up from a couple of goths back in the day, use hairspray. Yup, that's right, hairspray. Use a tiny bit over where your liner is (or where your eyeshadow is also). Just be sure to keep your eye closed, because it hurts like a b*tch if it gets in your eye. It also keeps your makeup in place if you sweat.
The active ingredient in BeneFit She-Laq is the same active in hairspray; a film former (PVP or PVA/PVM, or something like that). It places an invisible, plastic like shield over the skin (or hair) that holds everything in place.
And one more weird recommendation: I've heard runway makeup artists use actual aerosol hairspray over the model's entire face to set the makeup in place (so it won't smudge under the lights). I cannot confirm that to be true, though.
was asking about eyeliner that will last on the inner rim of the eye, correct? If so, Prestige makes THE BEST waterproof eyeliners. They are about 3 bucks at the drugstore and they are dark, they last and do not smudge much!
