Rotten Tomatoes currently shoes it at 75% which is not bad, and Ain't It Cool news gave it a fairly decent review, and the author HATES Stephen Sommers movies.
A lot of G.I. Joe unfortunately is a hate-fest against Stephen Sommers, and after a few movies like Van Helsing, etc, many critics go in with a genuine bias/chip on their shoulder.
Now compare that to say Transformers 2, which came in at 20% on Rotten Tomatoes, GI Joe will fair pretty well. Not saying that the US haul for GI Joe will be better than the $388M Trans2 has snagged so far, but a decent action movie should do well.
