ok, this is a big can of worms that could go on long enough for a thesis paper, but here's the rundown:
yes, japanese designers/stylists/marketers tend to use a lot of caucasians in their work. as for why....
...most of us here come from a european country, or one founded/colonized by one, in which dresses, pants, skirts, have been the norm for hundreds of years, are we not? this is a *western* aesthetic of dress, and one that has not been around for very long in japan where the kimono- a piece of dress which, like most asian costumes, are made from one piece of cloth- was the daily "outfit" worn by the population.
off of the top of my head i can count about 7 different ways to say "clothing" in japanese and the one used most commonly specifies "western clothing" (ie pants, skirts, blouses, tshirts, jeans, etc) . so , we have this HUGE industry, which is still a baby, imported from europe where caucasians outnumber anyone else... its easy to see why they use them... its exotic and it sells. hope this helps you understand why japanese people tend to (but not always) use white people in fashion~
