1,75m maximum height would definitely be considered as rather short in terms of international menswear sizing... taking into consideration that the clothing has to function in a diversity of markets and different bodies. I think you'd definitely see that if you try on a petite taille shirt that it tends to come up rather short in the overall length, you probably can't tuck it in the pants if you wish to just as if you'd wear a women's shirt as a man.
I am personally 1,80m and most of the clothing doesn't work well for me - not necessarily for the skinnier proportions but because my torso and arms are too long to make it look well proportioned. A women's torso is simply smaller in relation to a man's, so naturally, as 'petite taille' is being explained as a small woman's vestiaire of essential Dior Homme garments, it would only work on a man with smaller proportions.
