According to people.com it's by Luisa Beccaria.

ETA: Yep it is, it's from the Spring 2007 RTW line, I think Liv may have also worn this dress for the March cover of Glamour magazine (oops nevermind, I didn't read the People bit properly and apparently she loved wearing it on the Glamour cover so much that Luisa Beccaria made her one!)
