The blouse is Commes des Garcons. Seems that the navy dress in the collection is also very similar to a Marc by Marc one from 2008.

^ I think Taylor is about 5'7" or that's what I recall reading here if I recall correctly. But of course she's barefoot there and the model is probably at least 5'10" then with a 3" heel.
