And Daria is an 'icon', not a 'working girl' in my opinion. You can argue about Isabeli or Raquel, but they are just way too active to not be considered as a working girl, I think. Girls like Kate Moss, Malgosia, Ana Claudia even Doutzen, Julia S and Hilary Rhoda were not counted either

This is a link to the overview of the December list. The last paragraph covers how that list was derived and you can probably kinda-sorta infer from that what factors went into the February list.

Also, if you go back a few pages there are discussions of previous Top 75 rankings. I think Mr-Dale may have switched it up some for the Top 40, but again it may give you a general sense of his methodology.
