You know, I personally never complained about celebrities being in covers as long as they have some sort of relevance in the fashion industry (for example; Nicole Kidman and Cate Blanchett being in the cover since they're "fashion icons" and have worked with numerous designers). Aside from Kristen occasionally wearing the latest dress from Marchesa, I really see no importance of her in the fashion industry.
Yes, we can argue that it's just another celebrity so we should be used to it. But really, it's a fashion magazine. Kristen Stewart is far from being someone you can remotely call someone who is relevant in the circles of Vogue. I wouldn't mind if she was in every other cover of Teen Vogue or Seventeen, but Vogue?
Unless you're telling me she's becoming the next muse for the great fashion houses of the world, then maybe yes she should be in the cover. I'd rather have Beyonce in the cover, at the very least she has her own label and designers love to dress her.
As for the cover itself, at the very least she looks pretty. But that's where the cover begins, and that's where the cover ends. Pretty.
