This morning: 4.2 *** on the treadmill

does anyone know of any effective ways of targeting lower body fat? i reeeally don't want to lose anymore from my upper body, the annoyances of being pear-shaped!

There's no way of targeting which fat to burn. You can target different muscles and train them, but you can't pick places which you want to burn. It's mostly determined by genetics. Just keep doing cardio (or HIIT!) and the fat will eventually burn off.
