There was a video from the paparazzi of Katie putting a coat on Suri but then Suri took it back off, so I guess it's most likely Suri that doesn't want it.

Her style is so weird to me. Those photos above and some earlier ones look like soccer mom above the ankles and then she keeps wearing a crazy, fairly stylish (although not always hitting the mark) shoe on the end?! I don't get it. Are the scientologists getting to her and telling her how to dress now? And she is looking ill, not tired; stressed and ill. No doubt she is under rigorous Scientology psycho babble - she certainly looks like she has started to turn into that..
