I actually don't think the outfit is as atrocious as some are making it out to be. I think if she changed one piece she'd be in the clear. A different top would make the entire outfit work or a pair of simpler black, untextured shorts would also work decently enough.

i don't hate olivia's outfit...i only think the shirt tucked into the shorts looks strange...
i actually like the mix of textures that's going on, and that she grounded it in black tights/pumps...

that plaid shirt is stupid, ruins the outfit, and makes it seem like she is trying wayy too hard.

to me the sweater that she's wearing looks like the same style as the ports 1961 pink sweater she wore earlier this year in the fall (with the tights and jean short shorts).
