I'm also a terrible judge of weather, I often freeze my *** off when I see that it's very sunny outside. Here we call it "sun with teeth", or "sun with fangs" might be a better translation.

. I grew up between the South coast of the UK and the south Med so as far as the latter is concerned I should be used to dressing for warm weather But I definetly agree that where you are raised has a massive effect on how you dress and what weather you are used to. 
This reminds me of an article I read about women can loosley fall into one of two catagories-a winter dresser,or a summer dresser. I am most definetly a winter dresser,I stuggle during summer. I can't do 'casual' like shorts with a tee,even when it's really hot I find myself in fitted shirts with a jacket
