I remember Monoprix, very traumatic...It was Le Target, basically.

Oh give me a break  The last time I was in Paris I saw so many chain and discount stores along the Champs Elysees. H&M would be a definite improvement from some of the crappy places I went into.

I am wondering if it was rejected because the actual structure they wanted to build would be imposing as opposed to there actually being an H&M store there.

wow! I can get you want Champs Elysées to be/look good. but Monoprix is needed. french eat, too!
anyway, this avenue is more visited by tourists and "racailles" than by "prestigious" people.
Champs Elysées are anyway not a place to shop but an Avenue to hang out onto. get lunch, get a coffee, go to the cinema...for tourists, not frenchies!

it is better to replace the current crappy shops 'Morgan, Naf Naf, Zara,...' on the Champs Elysees Avenue with a store designed by the great architect Jean Nouvel .

They should have done this a long time ago, now they might as well let it go...

the Champs already has worse than H&M
Quick Fast Food (french equivalent but worse to Mc Donalds) which stinks for an entire block!!!
a Gallery with Cheap tourist shops including cheap made clothes etc..
and there is a Zara, a Gap, a Virgin, a Sephora and a Disney Store anyway..
i honestly prefer Oxford Street, at least it has an identity and i know what im going there for..

 The Champs is just like Michigan Ave. In chicago haha
