I don't think that dressing up always is necessarily a sign of low self esteem.

She might just like that femme fatale style - It probably makes her feel glamorous, its a form of self expression, and its much better than say - sweatpangs and tank tops.

In any case, its not like we can judge (from an outside perspective) what her state of self esteem is like.
